16.
All bills shall be checked and certified to be correct by the officer(s) to whom this duty is a assigned by the Chairman and signed by the Secretary or any other officer or officers nominated by the Chairman for the purpose. No payment shall be made except as provided in regulation 18 below. Where the sanction of the Chairman of the Board is required to the payment of any bill, the Secretary shall obtain such sanction before payment is made and shall endorse on the bill a reference to the order in question.
