Section 22(2) in The U.P. Government Servant's Conduct Rules, 1956

(2)[ No Government servant shall, save in the ordinary course of business with a bank, cooperative Society or a firm, or otherwise, place himself under pecuniary obligation to any person within the local limits of his authority, nor shall he permit any member of his family, except with the previous sanction of the appropriate authority, to enter into any such transactionsProvided that a Government servant may accept a purely temporary loan not exceeding in value the amount of his two months' basic pay free of interest, from a personal friend or relative or operate a credit account with a bona fide tradesman.]
