Section 134(5) in The Orissa Motor Vehicles Rules, 1993
(5)No flexible cable or driving gears except as approved by the Chairman, State Transport Authority shall be used in a taxi meter nor they shall be so affixed that any part of the cable, gear etc. can be readily reached by an unauthorised person. All connections shall be so made as to be capable of being sealed in an approved manner to prevent improper removal.
