Section 25(1) in The Bihar and Orissa Local Self-Government Act, 1885
(1)On the vacation of office of the Chairman and Vice-Chairman under Section 24, the members present at the meeting shall forthwith elect one of their own number, who is not himself a candidate for the post of Chairman or Vice-Chairman, to preside thereat.
