Section 44(3) in The Tamil Nadu Apartment Ownership Rules, 1997
(3)It is prohibited to throw garbage or trash outside the disposal places provided for such purpose in the service areas. If such place is not provided, all garbage or trash shall be collected in a vessel and thrown in the municipal dustbin.
