Section 52(a) in The Bihar School Examination Board Regulations, 1964

(a)Board is the punishing authority in respect of officers of the Board (except the Secretary and the Chairman). Chairman is the punishing authority for all Ministerial staff and the Secretary is the punishing authority for all Class IV employees.
