Section 3(1) in The Orissa Animal Contagious Diseases Rules, 1957
(1)For the purpose of ascertaining whether there is any animal, which is infective or suspected to be infective as defined under Rule 2 any Inspector may within the limits of his jurisdiction, enter, inspect and search any enclosure, field, building or any other place where an animal is kept.
