Section 3(1) in The Goa Labour Welfare Fund Rules, 1990
(1)Within fifteen days from the date on which this Act shall come into force in any area, every employer in such area shall pay by cheque, money order or cash to the Secretary-(a)all fines realised from the employees before the said date and remaining unutilized on that date; and(b)all unpaid accumulations held by the employer on the aforesaid date.
