Section 3(1)(h) in The Bihar Narcotic Drugs and Psychotropic Substances Rules, 1985

(h)'Excise Officer' means the Commissioner of Excise or a Collector or an officer of the Department of Excise and Prohibition, Bihar not below the rank of an Assistant Sub-Inspector of Excise and includes any person empowered by the Government to exercise all or any of the powers of an Excise Officer under these Rules;
