ORDER
1. Mr. Giasul Islam, learned Counsel is present for the Applicant.
2. Affidavit dated 30.06.2025 has been filed by the Respondent No.4, District Magistrate & Collector, Howrah; the same is taken on record.
3. Affidavit dated 02.07.2025 has been filed by the Applicant; the same is taken on record.
4. Affidavit of service has been filed by the Applicant; the same is taken on record.
5. Mr. Krishnendu Bera, learned Counsel appearing on behalf of the Respondent Nos.12, 13, 14, 15, 16 and 23, private respondents, prays for and is granted four weeks time for filing counter-affidavit in the Original Application.
6. No one has appeared on behalf of the Respondent Nos.17, 18, 19, 20, 21, 22 and 24.

7. The Track Consignment Report of the notices issued shows that Respondent No.12, Md. Mahfuz Ansari has refused the notice on 13.01.2025; Respondent No.14, Md. Karim Ansari has refused the notice on 13.01.2025; with regard to Respondent No.22, Priyabrata Kar, the report mentions that there is no such person in the address; as regards Respondent No.20, Parwej Alam, the Track Consignment Report shows "Item Bagged" which means that it has not been served.
8. Notices have been delivered to Respondent No.13, Sahim Ansari, Respondent No.15, Rahim Ansari, Respondent No.16, Matin Ansari, Respondent No.17, Munna Driver, Respondent No.18, Qaiser Imam, Respondent No.19, Md. Jafiruddin, Respondent No.21, SK. Javed, Respondent No.23, M/S Meraj Industries and Respondent No.24, Ashrafi Copper and Alloys Cent Cast as per track consignment report on 13.01.2025.
9. The Respondent Nos.17 to 22 and 24, private respondents, may file counter-affidavit within four weeks by way of last chance.
10. With the consent of the parties, list for final hearing on 02.09.2025.
