Section 317(1) in The Orissa Municipal Corporation Act, 2003
(1)It shall not be lawful newly to erect or to re-erect a building for or intended for human habitation, or at or in which labourers or workmen are to be employed, without such water-closet or privy and such urinal accommodation, and accommodation tor bathing or for the washing of clothes and domestic utensils, as the Commissioner may determine.
