Section 102(3) in The M.P. Municipalities Act, 1961
(3)Notwithstanding anything contained in the Indian Stamp Act, 1899 (II of 1899), all instruments of transfer of land in favour of a Council for the purposes of this Act shall be exempt from payment of stamp duty.
