Information sought:
CIC/NRALF/A/2023/670322 The Appellant filed an RTI application dated 18.11.2022 seeking the following information:
"1. Total number of sanctioned posts of Tower Wagon Drivers in Ferozepur Division.
2. Total number of posts held by the Tower Wagon Drivers in Ferozepur Division.
3. Duty roster of the Tower Wagon Drivers in Ferozepur Division.
4. Total sanctioned post in one Depot.
5. Duty hours of the Tower Wagon Drivers in Ferozepur Division.
6. Total vacant vacancies of Tower Wagon Drivers in Ferozepur Division.
7. Authorized posts of Tower Wagon Drivers in one Depot of Ferozepur Division."
The CPIO furnished a pointwise reply to the Appellant on 07.12.2022 stating as under:
"1. Total number of sanctioned posts of Tower Wagon Drivers in Ferozepur Division is 12.
2. Total post held is 12.
3. The copy of duty roster of TWD/TRD/PTKC is enclosed please.
4. This is pertaining to Sr DEE/TRD/FRZ.
5. The copy of duty roster of TWD/TRD/PTKC is enclosed please.
6. There is no vacancy in the category of Tower Wagon Drivers in Ferozepur Division.
7. This is pertaining to Sr DEE/TRD/FRZ." 2
Being dissatisfied, the appellant filed a First Appeal dated 15.12.2022. The FAA vide its order dated 27.12.2022, held as under:
"It is submitted that the information provided vide this office letter of even no dated 07.12.2022 is correct based on available record. No false information provided to you by this office."
In compliance with the FAA's order, the CPIO vide letter dated 28.12.2022 replied for point no 4 and 7 as follows:
"4. Each depot is having different jurisdiction lane have different track kilo- meter. Sanction posts depends on track kilometre that TRD depot owns.
7. Posts of Tower wagon drivers depend on various factors viz. How much track kilometre that depot owns, Holding of Tower wagons with that TRD depots, shifts operated etc."
CIC/NRALF/A/2023/670381 The Appellant filed an RTI application dated 21.11.2022 seeking the following information:
1. In Firozpur division what is the starting Grode pay of Tower wagon driver
2. In which Grade Tower wagon driver can mutually transfer in Firozpur division.
3. Cam Tower wagon driver revert to his x cadre.
4. What is the seniority list of Tower wagon driver in Firozpur division.
5. What is the Promotion channel of Tower wagon driver."
The CPIO furnished a pointwise reply to the Appellant on 07.12.2022 stating as under:
1. The Grade of Tower Wagon Driver pay 1900.
2. Tower Wagon Drivers can mutually transfer with TWD only in GP 1900 3
3. Yes, as per terms and conditions.
4. Copy of seniority list of TWD of all grade is enclosed.
5. This is not available on the website of Northern Railway HQ office at present."
Being dissatisfied, the appellant filed a First Appeal dated 13.12.2022. The FAA vide its order dated 27.12.2022, as under:
"It is submitted that the information provided vide this office letter of even no dated 07.12.2022 is correct based on available record. No false information provided to you by this office."
In compliance with the FAA's order, the CPIO vide letter dated 28.12.2022 replied for point no 4 and 7 as follows:

Feeling aggrieved and dissatisfied, appellant approached the Commission with the instant Second Appeal.
Relevant Facts emerged during Hearing:
The following were present:-
Appellant: Not Present.
Respondent: Shri Sandeep Saxena, Assistant Personal Officer present through Video-Conference.
The written submissions of both the Appellants and the Respondent are taken on record.
During the hearing, it has come into the notice of the Commission that both the Appellants had uploaded letters dated 11.01.2024 on the Commission's 4 portal wherein Shri Gurinder Singh and Smt. Amandeep Sekhon have informed that they are in receipt of requisite information and is fully satisfied with the same. Therefore, the above mentioned two second appeals may be treated as withdrawn.
Decision:
The Commission upon a perusal of records and after considering the above- mentioned submissions of both the Appellants, finds them liable to be dismissed as withdrawn.
Accordingly, the above-mentioned appeals are dismissed as withdrawn.
