(7)Scrutiny of Nomination Papers.-(i) All nomination papers shall be scrutinised by the Returning Officer on the date specified in the Schedule I and at the time and the place duly notified to all the candidates.(ii)A candidate or a representative of the candidate appointed by him, in writing may be present at the scrutiny.
