1. Since the issue involved in these batch of writ petitions being similar, they are heard analogously and are decided by this common order. Facts are taken note of Writ Petition No.2365/2015.
2. Petitioners in all these writ petitions are aggrieved of they being declared ineligible to participate in the selection for the post of Subedar (Ministerial) (Stenographer) in Madhya Pradesh Police Service held on 30.11.2014.
3. The eligibility/qualification laid down for appointment to the post in question vide Joint Selection Examination, :: 2 ::

4. The incumbent must be having following qualification for appointment as Subedar (Ministerial) :: 5 ::
(Stenographer) viz., (1) Passed Higher Secondary Examination (Old Course) or Higher Secondary School Certificate Examination (10+2) and (2) Passed examination held by Madhya Pradesh Stenography and Typing Examination Parishad/Board or equivalent recognized Institution (for the post of steno-typist with 80 WPM and for the post of stenographer with 100 WPM) or Diploma in Modern Office Management from any AICTE recognized Polytechnic College or passed similar examination from the institution duly recognized by Government of M.P. (3) Passed computer examination from following institutions -
1. Diploma from all Universities recognized by UGC
2. Diploma from all open Universities recognized by UGC
3. Diploma level examination from DOEACC
4. Modern Office Management Courses from Govt. Polytechnic College
5. One Year Certificate in 'Computer Operator and Programming Assistant (COPA)' from Government I.T.I.
5. Besides above, Note (2) stipulates that the incumbents for the post of Subedar (Ministerial) (Stenographer) must have passed examination equivalent to examination conducted by Madhya Pradesh :: 6 ::
Stenography and Typing Examination Parishad : -
(a) 100 WPM in the vocational course in Higher Secondary School Certificate Examination (Professional Course) conducted by Madhya Pradesh Education Board Bhopal (Ref : General Administration Department, Govt. of M.P. Circular No.C-9-1/96/3-1 dated 22.1.1996).
(b) Diploma in commercial practice/ secretarial practice with 100 WPM in Stenography from Polytechnic College under Madhya Pradesh Technical Board, Department of Jan Shakti Niyojan (Ref : General Administration Department, Govt. of M.P. Circular No.396/442/1(3)/73/1 dated 21.5.1973).
(c) National Vocation Certificate of 100 WPM from Madhya Pradesh Industrial Technical Institute (ITI) issued by National Council for Vocational Trades under Govt. of India, Ministry of Labour (Ref. General Administration Department, Govt. of M.P. Circular No.30/2925/1(3)/76 dated 20.1.1977).
6. Petitioners in these batch of writ petitions except having Diploma in Modern Office Management, University of Technology of Madhya Pradesh under Rajiv Gandhi Proudyogiki Vishwavidyalaya, Bhopal do not possess other eligibility criteria as laid down vide Note (2) of the :: 7 ::
advertisement. These criteria as is pointed out by the respondent-State have been incorporated in GOP (Gazetted Order Permanent) No.139/2012 vide order-
dated 31.1.2014 which is in following terms -

¼3½ fuEufyf[kr ekU;rk izkIr laLFkkvksa esa ls fdlh ,d laLFkk ls dEI;wVj ijh{kk mRrh.kZ gksuk vko';d gS %&
1. Diploma from all Universities recognized by UGC

Therefore, even if the contentions raised on behalf of the petitioners on the basis of circular dated 20.4.1993 issued by GAD/GOM, circular dated 31.7.2015, (these documents are brought on record vide I.A. No.69/2016 and I.A. No.1189/2016) and circular dated 10.9.2010 and 18.5.2011 Annexure P/4 to be accepted that the Diploma in Modern Office Management issued by Rajiv Gandhi Proudyogiki Vishwavidyalaya, Bhopal which is duly recognized by AICTE/UGC, then also the petitioners are not eligible for the post of Subedar (Ministerial) (Stenographer) as they do no possess other essential qualification as specified under Note (2) of the advertisement.
8. During course of hearing, it was persistently submitted by learned counsel for the petitioners that each :: 9 ::
of them have to their credit certificate of having passed the stenography examination 100 words per minutes;
however, no such certificate has been commended at.
Reference to a subject code in the mark sheet relied upon by the petitioners without establishing the fact that they passed the subject with 100 words per minute, is of no assistance to the petitioners. Even the certificate issued by the Principal, Government Women Polytechnic College, Panna to the petitioner in W.P. No.2537/2015(s) does not disclose that the petitioner has passed stenography examination with 100 words per minutes (the certificate only certifies of her passing Hindi/English Typing Examination with 25/30 words per minute.

In case of petitioner in Writ Petition No.3048/2015, though he possess the certificate issued by State Council of Vocational Training Madhya Pradesh of having passed the stenography examination with 100 words per minutes but the Modern Office Management Certificate issued by Maharishi Mahesh Yogi Vedic Vishwavidyalaya, M.P., a deemed University containing Typing as one of the subjects is not shown to be recognized.

10. In view whereof, rejection of candidature of the petitioners in these batch of writ petitions on the ground that they do not possess essential eligibility criteria, cannot be faulted with as would warrant any indulgence.
11. Consequently, petitions fail and are dismissed.
However, there shall be no costs.
