Section 88(1) in The West Bengal Motor Vehicles Rules, 1989
(1)The State Transport Authority shall frame policies to control and co-ordinate the matter of road transport subject to such directions as the State Government may issue and the Regional Transport Authorities shall execute them and regulate their functions and activities in a manner as to conform to the policies framed by the State Transport Authority and the directions issued by the State Government.
