Section 13(1) in The Bombay Essential Commodities and Cattle (Control) Act, 1958
(1)No court shall take congnizance of any offence punishable under this Act, except on a report in writing of the facts constituting such offence made by the person aggrieved by such offence or by a person who is a public servant as defined in section 21 of the Indian Penal Code.
