(k)"Limit of neighborhood" means, in case of classes I to V, in rural area, the village and adjoining villages and adjoining wards of urban area, if any, and in urban area, the ward and adjoining wards and adjoining villages, if any in case of classes VI to VIII, area of 3 K.M from this limit;
