Section 2(d) in The Bihar Irrigation, Flood Management and Drainage Rules, 2003
(d)"System Level Committee" means the highest level committee of Water Users' Association in which there shall be representation from whole command area of canal system viz Distributary/Sub-distributary/Minor, transferred to Water Users' Association.
