Section 85(3) in New Town, Kolkata Development Authority Act, 2007
(3)Notwithstanding anything contained in any other law for the time being in force, the Development Authority may apportion the cost incurred under, sub-section (1) or sub-section (2) between the owner end the occupier in such manner as it may consider just and reasonable.
