(b)He shall sell to any person other than a licensed or specially licensed vendor or a person holding a sub-license (except when required by such vendor for private use) impressed stamps exceeding [Rs. 1000/- in case of Court-fee or non-judicial stamps] [Haryana Government Notification dated 3-4-1981.] in value.
