3. Amendment of section 13C.
In section 13C of the principal Act,-(i)in clause (a), for the words" two persons", the words" three persons" shall be substituted;(ii)in clause (b), for the words" two persons", the words" three persons" shall be substituted,(iii)in clause (c), for the words" three independent persons", the words" four independent persons" shall be substituted.
