Section 143(a) in The Himachal Pradesh Municipal Corporation Act, 1994
(a)being a medical practitioner or a person openly and constantly practising the medical profession, and in the course of such practice becoming cognizant of the existence of any infectious disease in any dwelling other than a public hospital ;
