(3)No person shall be appointed as a teacher of the University or a college or an institution unless he fulfills the prescribed qualifications and only after following due selection procedure laid down for such post by the University Grant Commission, State Government, University and other statutory regulatory bodies, as specified in the relevant Statutes, the Ordinances and the regulations.
