Section 23(xxxi) in Kerala University of Health Sciences Act, 2010
(xxxi)to lay down by Statutes, on the basis of qualifications and terms and conditions of service and other guidelines approved by the State Government from time to time, the procedure for appointment of University teachers and non vacation academic staff and fix their emoluments and norms of workload, conduct and discipline;
