Section 9(1) in The Tamil Nadu Aquaculture (Regulation) Act, 1995
(1)On receipt of an application from the District Committee with its remarks, the Director, if satisfied, may, grant a licence subject to the conditions specified in sub-section (2), or refuse to grant a licence :Provided that a licence shall not be refused unless the applicant has been given an opportunity of making his representation.
