- (i) When the Excise Commissioner, on enquiry, is satisfied that the applicant fulfils the conditions specified, he may grant the licence to the applicant.(ii)Every licence granted under these rules shall be in prescribed form and for a period of one year and shall be issued in the name of the applicant and shall not be transferable.
