Section 10(3) in The Central Warehousing Corporation Rules, 1963
(3)If the number of valid nominations for any category exceeds the number of vacancies to be filled in that category, the Chairman shall cause the names and addresses of the candidates validly nominated to be published in the Gazette of India and in at least three newspapers in India.
