Section 298(a) in The Calcutta Municipal Corporation Act, 1980
(a)require any courtyard, alley or passage between two or more buildings to be paved by the owner or owners of such buildings with such buildings with such materials and in such manner as may be approved by the Municipal Commissioner, or
