Section 10(2) in The Orissa Statistics and Economics Service Rules, 1979
(2)The decision of the Commission as the eligibility or otherwise of a candidate for admission to the examination shall be final and no candidate to whom a certificate of admission has not been issued by the Commission shall be admitted to the examination.
