Section 12(d) in The Khadi and Village Industries Commission Rules, 2006
(d)to sanction expenditure on contingencies, supplies and services and purchase of articles required for the working of the Commission and for execution of measures in furtherance of the objects of the Act, subject to necessary provisions in the budget and to the extent of powers further delegated to him by the Commission from time to time;
