Any officer of Government may, as such, possess pure and excise opium and poppy-heads which has come into his possession in the course of his official duties:Provided that he shall dispose of such pure opium and poppy-heads and decoctions of poppy-heads in such manner as may be directed by his superior officer or required by the order made or instructions given by Government in that behalf.
