- Subject to the other provisions of this Act, the Chief Officer of a Municipality shall manage all water-works and allied facilities belonging to the Municipality and shall maintain the same in good repair and efficient condition and shall cause to be done, from time to time, all such things, as shall be necessary or expedient for improving the said water- works and facilities.
