Every application for the grant of licence in form L-17, L-17A shall be submitted to the Collector through the Excise Officer incharge of the district with an advance copy to the Collector, on or before the 31st January preceding the financial year for which the licence is applied for;]Provided that for the year 1973-74, the last date for the receipt of such application will be 31st March, 1973].
