1. Since the prayer made in the interim application seeking amendment in the writ petition would change the nature of writ petition and further that the writ petition as was filed at the inception is now required to be drastically amended and the State would also be required to file fresh return, it is deemed appropriate that the petitioners should file fresh writ petition, which would be cognizable by the Division Bench, because the petitioners now desire to challenge the validity of the Nagar Tatha Gram Nivesh (Amendment and Validation) Act, 2017.
2. All the writ petitions are, therefore, disposed of reserving liberty in favour of the petitioners to move duly constituted writ petition afresh, challenging the validity of the Nagar Tatha Gram Nivesh (Amendment and Validation) Act, 2017.
