Section 27(2) in The Manipur Hill Areas Autonomous District Council Act, 2000
(2)The Government may make rules for the management of the District Council Fund and for the procedure to be followed in respect of payment of money into the said Fund, the withdrawal of money therefrom, the custody of money therein and any other matter connected with or ancillary to the matters aforesaid;
