10. Offences and punishments.
(1)Any person or authority who contravenes the provisions of this Act, shall, apart from the penalties otherwise provided for, be punishable with imprisonment for a term which shall not be less than six months and which may extend upto two years and also with fine which shall not be less than five thousand rupees but which may extend upto ten thousand rupees.(2)No court shall take cognizance of an offence punishable under this section except with the previous sanction of the Government.
