Section 145 in The Manipur Municipalities Act,1994.
145. Penalty for allowing water of any sewer, etc, to run on any public road.-
Whoever causes or allows the water of any sink, sewer, latrine, urinal, cesspool or any other offensive matter belonging to him or being on his Land to run, drain or be thrown or put upon any public road, or causes or allows any offensive matter to run, dram or be thrown into a surface drain near any public road shall be liable to a fine not exceeding two hundred rupees and a daily fine not exceeding fifty rupees during which the offence is continued.
