16. Authority competent to give a certificate of moisture.
(1)For the purposes of sub-section (3) of Section 3-A, the Agricultural Chemist to Government shall be authority competent to give a certificate of moisture.(i)Such certificate may be based on-(a)an analysis of the cotton carried out at any laboratory by the Agricultural Chemist to Government or at the Technological Laboratory of the Indian Central Cotton Committee, Bombay; or(b)the report of such members of the East India Cotton Association, not less than two in number, selected by the Board of Directors of the East India Cotton Association from the panel of arbitrators elected under the rules in force for the time being of the said Association.
