Section 7B(1) in The Orissa Panchayat Samiti Election Rules, 1991
(1)Subject to the provision of Clause (a) of Sub-section (2-A) of Section 16, every Block shall be divided into Constituencies and the number of Constituencies so divided shall so far as practicable be equal to the number of Gramas in the Block.
