(4)Every application for registration or renewal of registration as curer shall be accompanied by a fee of five rupees. Provided that any grower of Virginia tobacco to whom a certificate or registration has been granted by the Board and who intends to grow Virginia tobacco shall not be required to pay any separate fee as such curer.
