(2)A Town Improvement Scheme or a Town Planning Scheme, may be prepared for an area within the territorial jurisdiction of the Municipality for which no Town Development Scheme under section 91 of Punjab Regional and Town Planning and Development Act, 1955 (Punjab Act 11 of 1995) has been prepared or implemented.
