(2)Where a lessee fails to hand over possession of the quarry in accordance with sub-rule (1), the Collector or the Officer authorized by him or Zila Panchayat/Janpad Panchayat/Gram Panchayat shall serve or cause to be served a notice on the lessee, either by post or by tendering or delivering a copy of it personally to the lessee or one of his family members or servants or by affixing it to a conspicuous part of the place of his residence or publishing it in atleast one newspaper having circulation in the locality where the lessee resides.
