- If any difficulty arises in giving effect the provisions of the Act, the Government may, by order, give such directions not inconsistent with the provisions of this Act, as may appear to be necessary or expedient for removal of the difficultyProvided that no such order shall be passed after the expiry of two years from the commencement of the Act.
