(3)Pending disposal of an appeal, the Special Chief Secretary/Principal Secretary/Secretary, AHDD & Fisheries, Government of Andhra Pradesh may direct that the order refusing to grant a license or the order cancelling or suspending a license shall not take effect until the appeal is disposed off;
