(2)In pursuance of the notification under sub-section (1), any registered body of persons intending to,-(a)establish a registered school;(b)open higher classes in a registered school imparting pre-primary or primary education; or(c)upgrade any such school into a high school;may make an application, within such period in such manner and to such authority as may be notified for the grant of permission therefor.
