Section 125(4) in Rules of Procedure and Conduct of Business in the Orissa Legislative Assembly
(4)The debate on an Appropriation Bill shall be restricted to matter of public importance or administrative policy implied in the grants covered by the Bill which have not already been raised while the relevant demands for grants were under consideration.
