Section 11C(8) in The Shri Jagannath Temple Rules, 1960
(8)In case there is only one vacancy to be filled up the candidate securing the highest number of valid votes shall be declared to be elected and in cases where there are two vacancies to be filled up those two candidates who secure more valid votes than others shall be declared to be elected.
