The appellant is not present for video conference at NIC studio, Panipat. The Public Authority
represented by Col.Sukhpal Singh, CPIO is present for video conference at the NIC Studio, Pauri
Garhwal.
FACTS:
2. Appellant by his RTI application had sought information regarding the recruitment of non teaching staff against advt No.3/2013 and other related information. Claiming that information has not been received from the Public Authority, he approached the Commission in second appeal, after exhausting the first appeal.

3. The appellant is not present for videoconference at Panipat. The Public Authority made their submissions. Having heard the submissions and perused the record on the file, the Commission finds that the appellant is seeking information regarding the details of recruitment made against an advertisement of the Public Authority, which is simple and straight forward in nature, which actually should have been kept on the public domain voluntarily by the Pubic Authority under Section 4(1) of the RTI Act. There was no justification for the CPIO to deny this information to the appellant. The Commission, therefore, directs the CPIO to show cause why penalty should not be imposed on him for denying the information to the appellant without any valid reason. His explanation should reach the Commission within 21 days from the date of receipt of this order. The Commission further directs the CPIO to furnish the information sought by the appellant within 15 days from the date of receipt of this order.
4. The Commission orders accordingly.
