Section 5(3) in The West Bengal Lifts And Escalators Act, 1955
(3)On receipt of the application the officer referred to in sub-section (1), after making such enquiry as may be necessary, and after giving the applicant an opportunity of being heard, may eight grant the license on such terms and conditions as may be prescribed or refuse the grant thereof.
